The problem of amount arrears from BPJS claims in several hospital in Makassar City are considered to be detrimental and reduce the quality of public health services. The aim of this research was evaluated the governance of JKN implementation for 5 years specifically the aspects of governance in the JKN road map.
MethodThis study was a qualitative study using a realist evaluation approach and tested in a context-mechanism-outcome (CMO) configuration.
ResultsThe JKN policy context in South Sulawesi is the same for overall and has a strong centralistic. The mechanism that occurs in the implementation of the JKN program, the South Sulawesi Health Service cannot access data owned by the Health BPJS from 2014 to 2019.
ConclusionThe implementation of the JKN program has not been managed properly, due to the non-transparency of some data and information in the management of the JKN program in Makassar.
