Based on the fifty-one (51) scientific sources and the results of the seventy-one (71) expert's opinion through interviews, an initial survey questionnaire tool was developed. A process was made to test the tool for its psychometric properties. Some items remained, combined, or disregarded by the panel of experts, which resulted in a 43-item survey questionnaire. A total of 220 nurses answered the tool using surveymonkey.com. Kaiser–Meyer–Olkin (KMO) was equivalent to 0.96 indicated that the raw data were suitable for factor analysis that produced a 31-item survey questionnaire as the final version. The Global Health Competency Assessment Tool (GHCAT) has five (5) components known as LIGHT Competencies, which were internally valid and had excellent reliability with Cronbach's alpha coefficient of 0.83–0.96 on each competency.
